Öz
Bu çalışmanın amacı, Türkiye’de uygulanan Kur Korumalı Mevduat Programının potansiyel başarı veya başarısızlık halini ve olası dengeleri evrimsel oyun teorisi ile incelemek ve evrimsel durağan dengeye ulaşılma şartlarını araştırmaktır. Kur Korumalı Mevduat Programının başarısı, programa ve Türk lirasını duyulan güven ile dövizdeki yükselişin durması, Türk lirasına olan talebin artması ve her bir vade döneminde KKM getirisinin dövizin getirisinden fazla olması ile sağlanacaktır. Bu durumda herhangi bir ek kamu yükü de ortaya çıkmayacaktır. Çalışma, getiri düşük stratejilerinin varlığını nasıl sürdürebildiğini, dengelerin getiriden bağımsız patikalar sonucunda oluşması durumunda nasıl farklılıklara sebep olabileceğini ve kur korumalı mevduatın temel mekaniğini göstermektedir. Çalışma sonucunda KKM programının sürdürülebilir başarısının sağlanabilmesinin teorik ve matematiksel altyapısı ortaya konmuş olsa da veriler incelediğinde başarının sağlanamadığı ve bu başarısızlığın sebepleri tartışılarak bazı politika önerilerinde bulunulmuştur.

Abstract
The aim of this study is to examine the potential success or failure of the Currency Protected Deposit Program implemented in Turkey with evolutionary game theory and to investigate the existence of an evolutionary stable equilibrium. The success of the Currency-Protected Deposit Program will be achieved success by the trust in the program and Turkish lira, with the decrease in the rate of increase of the exchange rate, the increase in the demand for the Turkish lira, and the CPD interest income being higher than the return of foreign currency in each period. In this case, no additional public cost will arise. The study shows how low-yield strategies can be sustained, what differences might ocur if balances are formed because of paths independent of income, and the mechanics of currency-protected deposits. Althought the theoretical and mathematical infrastructure for achieving the sustainable succes of CPC was revealed, when the data were examined, it was detected that success was not achieved. The reasons for this failure were discussed and some policy recommendations were made.
